These are premises, which provide a wide variety of treatments, the main ones being sauna, massage and sun beds.
All persons carrying out massage or other specila treatments.
Special treatments include all beauty treatments provided by salons for example leg waxing, manicure, and pedicure, facials, eyelash tinting, electrolysis etc.
In some cases, premises where specified "special treatments" are carried out have to be registered, the therapist who provides the treatment also has to be registered with the council. Treatments are given by persons who are approved by the Council. The Council will only approve people that are appropriately qualified and experienced. Checks are also made to ensure that every qualification certificate received is authentic and that the person and premises comply with the requirements set out in the guidance to the by-laws. It is offence for any person to administer or advertise the availability of a special treatment, without a licence; unless there is an exemption in force.
A copy of the relevant legislation/by-laws can be viewed at the Council Offices where you can also obtain an application form and a copy of our standard conditions. Alternatively an application form can be downloaded or completed on line.
Many types of special treatment do not as yet require the person or premises to be registered, however this does not mean that they are not regulated. these businesses still must comply with the requirements of health and safety legislation and the persons carrying out the treatments still have a gerneral duty of careto their customers.
In some cases, where no formal legal standards exist trade associations an/or professional bodies have prepared codes of practice or guidance which the practitioner would be expected to follow. All persons carrying out special treatments should make every effort to identify if such codes or guidance exists and ensure that their practices meet these standards as a minimum.

Owners of premises where special treatments which must be registered should contact Regulatory Services as soon as possible and also complete the required forms.
While some premises will not need to register, owners should still contact Regulatory Services for advice on the minimum standards required, they will also be able to obtain advice on the required standards for health and safety on the premises.
Owners of all businesses should ensure that the practitioners working in their premises have received an appropriate level of training and/or hold any formal qualifications required to carry out the practices in question. Copies of certificates should be obtained as proof of competence.
Regardless of the treatments being carried out on the premises the business may still need to register with the relevant Enforcing Authority (see related link to Registration of businesses)
