Barnsley Council operates an executive decision making structure through the following:-

  • Council
  • Cabinet
  • Scrutiny Commissions
  • Area Forums
  • Regulatory Boards
  • Audit Committee

The operation of the structure is controlled by the Council's Constitution. Meetings are generally open to the public to attend except where personal or confidential matters are being discussed.

Minutes, agendas and reports are generally available to the public, except where personal or confidential matters are being discussed.  It is also possible to view papers at the Council's Central Library and at the Town Hall, Barnsley.

Council

The Council is composed of 63 Councillors . They all meet together as the Council to decide the Council's overall policies and to set the budget and Council Tax each year. The Council appoints the Leader and Members of the Cabinet and also approves the membership of the various Scrutiny Commissions, Area Forums etc.

Cabinet Meetings

The Cabinet is composed of the Leader and 8 Councillors appointed by the Council. The Cabinet has overall responsibility for the services which the Council provides and operates within the overall policies and budget agreed by the Council. Recommendations on major items of policy and on the Annual Budget and Capital Programme are passed to the Council for consideration and approval.

Scrutiny Commissions

The Council has 6 Scrutiny Commissions which support the work of the Cabinet and Council as a whole by looking into matters of local concern and making recommendations on policy, budget making and service delivery. Scrutiny Commissions also monitor the Cabinet's decisions and can call a decision in for consideration and further recommendation.

Regulatory Boards

Members have important roles in terms of discharging the many regulatory or 'quasi-judicial' responsibilities of the Authority.  These are many and varied and include, planning and building control applications; licensing of hackney carriages/private hire and public entertainments/amusement venues; appeals (e.g. school admissions), awards (e.g. student grants); enforcement of Codes of Conduct for Members and officers.

These regulatory responsibilities are discharged by 5 Regulatory Boards which have clearly defined roles, membership and democratic practices:-

Audit Committee

The Audit Committee gives the Council an independent view of the strength of the control mechanisms within the Council. It considers action taken in response to reports from the Internal and External Auditors and work done on Risk Management and to secure value for money. Three of its 8 Members are independent people from outside the Council.
