On 4th February 1999 the Council introduced an interim modernised Democratic Framework .
Consultations took place in 2001 under the heading 'Best for Barnsley' in which stakeholders, including the public, were asked to indicate which model of leadership, as contained in the Local Government Act 2000 they wanted to see adopted by the Council.
The majority of respondents preferred the 'Cabinet with Leader' model. This was an endorsement of the interim model which has been in existence since February 1999.
Members of the public are welcome to attend all meetings of the Council, Cabinet, Regulatory Boards, Scrutiny Commissions and Area Forums which exist under the current modernised arrangements and also to access their minutes .
