The Council modernised its Democratic Process and implemented an interim modernised system on the 4th February 1999. It then undertook an extensive consultation exercise on the preferred model to be adopted by the Council under the Local Government Act, 2000. This consultation exercise has resulted in the Council deciding to make an application to the DETR to formally introduce in the Municipal Year 2001/02 a model constitution based on the Leader with Cabinet option.

Under the present and future operations of the Council members of the public are welcome to attend all meetings of the Council, Cabinet, Regulatory Boards, Scrutiny Commissions and Area Forums . There may be some instances where certain parts of meetings are held in private, but only where specific agenda items are subject to confidentiality.
The public are particularly invited to submit questions on Council business to the Council meeting. These questions of not more than 100 words have to be submitted giving five clear working days notice. They will be responded to by the appropriate Cabinet Spokesperson and the member of the public will be able to be present at the Council meeting and have the opportunity to ask a supplementary question.
All of the Council meetings, with the exception of Area Forums, will be held in the Town Hall and a full list of all of these meetings is provided on a monthly basis to enable you to plan and identify which meetings you may wish to attend.
