How the Council Works Collection Head

Summary

In February 1999 radical changes were made to modernise the Council's structure and the traditional committee structures were replaced by a more open and responsive system.

In the biggest revision of its structure since Metropolitan authorities were established in 1974 the Council is now committed to move closer to Barnsley people and respond to their needs.

The role of councillors has been enhanced towards championing their communities and scrutinising Council services. Partner agencies in the fields of education, crime and disorder, health, business and voluntary work have been invited to join the Council in developing the Barnsley Community Plan. This will provide a clear direction for the borough and list annual priorities.

New Democratic Process

The role of councillors is based on:

A Full Council

Setting the authority's policies, budgets and debating issues of local concern.

The Cabinet

Consisting of 9 Members who take the key decisions within policy and budget set by Full Council.

Scrutiny Commissions

Five Commissions are established to examine Cabinet decisions and recommendations; Council services; and outside organisations.

Area Forums

Nine Area Forums are coterminous with a number of Wards (usually 3). Each consist of Ward Councillors and co-optees from local and community organisations to keep in touch with their respective public.

Regulatory Boards and the Audit Committee

Four Regulatory Boards now perform statutory functions in respect of Planning, Licensing, Appeals & Admissions and Standards. There is also an Audit Committee, charges with overseeing the effectivenesss of the Council's Financial Management arrangements.
