Barnsley Central 10 year Investment Plan for Barnsley

The role of One Barnsley is primarily strategic. As the main strategic decision- making body for the Community Plan and the Neighbourhood Renewal Strategy, it is responsible for:

  • Setting the over-arching strategy, strategic framework and priorities for improving the Borough's economic, environmental and social well-being these are brought together in the Community Plan and Neighbourhood Renewal Strategy.
  • Ensuring delivery, monitoring progress and reviewing performance of the Community Plan and Neighbourhood Renewal Strategy and Local Area Agreement.
  • Ensuring that priorities and actions remain in touch with the concerns of communities and the general public.

The Community plan provides the framework for delivering results. It sets out an agenda for getting things done and enables the Council and its partners to work closely together towards shared goals and values. It will shape the future of the borough and its public services. The plan:

  • Sets out long-term ambitions for the borough
  • Provides and overarching framework for all other plans and strategies
  • Lays down priorities to help focus resources
  • Enables organisations to work closely together
  • Shows how national issue will be tackled locally
  • Sets targets so that progress can be measured

Vision and Ambitions

To improve the quality of life in Barnsley the Local Strategic Partnership has identified the need to create  a successful, uniquely distinctive 21st century market town at the centre of a borough that offers prosperity and opportunity for all. That vision is supported by three ambitions:

  • A vibrant 21st century market town at the centre of a dynamic prosperous economy.
  • A creative and enterprising 21st century workforce skills, knowledge and qualifications for a dynamic prosperous economy.
  • An outstanding 21st century quality of life safe, healthy, caring and attractive communities for everyone.

Underpinning these high level ambitions are six key priority areas which have been identified as central to the regeneration of the borough. By successfully delivering against the key priority areas Barnsley will reduce many of the disparities that exist both within Barnsley as well as between Barnsley and the rest of the country. The six key priority areas that Barnsley has chosen are:

Remaking Barnsley " transforming Barnsley Town Centre and rebuilding the local economy to secure long-term sustainable economic growth.

Remaking Learning " the radical and innovative programme to improve educational standards, raise attainment and transform the borough's learning culture.

Workforce development " equipping present, future and excluded members of the workforce with the skills, capacity and motivation to participate in a rapidly changing knowledge-based economy.

Reconnecting Barnsley " improving internal and external communications to strengthen links between communities and with other towns and cities, and to enable individual communities and business to fully exploit the potential of ICT.

Fit For The Future " promoting healthy lifestyles, making healthy choices easier and working with partners to address the root causes of ill health.

Community Safety " supporting the community to tackle anti-social behaviour and drugs misuse.
