Welcome to Planning and Transportation where you will find information about how development is planned in the Borough of Barnsley. 

“Development” includes how land is used, new construction proposals, the use of buildings and plans for the transportation facilities of the Borough (roads, railways, bus networks etc).  The Development Plan system aims to provide a positive environment for the regeneration and sustainable growth of the Borough.

Development Control – the Service that receives and recommends decisions on planning applications – sometimes for new buildings and extensions or other alterations, and sometimes for a change of use of a building or land.

Development Plan – the Local Development Framework (LDF) is the plan that allocates land for the future – for new houses, shops, schools, factories and offices etc.  The LDF also protects open spaces and land used for agriculture, leisure and recreation.

Sustainable Development – The Sustainability Group is responsible for promoting sustainable development in the Borough and for improving the Council’s own performance on sustainability.  Central to this idea is ensuring a better quality of life for everyone now, as well as for generations to come.  The main focus of our work is on waste and recycling, energy use, biodiversity and transport.  We have a key role to play in ensuring that principles of sustainability are considered in the Barnsley LDF, the Community Plan and the Remaking Barnsley Initiative. 

Building Control – this service ensures that all new building work in the Borough complies with the Building Regulations – to maintain high standards of safety and to improve energy conservation on all types of construction. 

Transportation – an efficient and safe transportation system is vital for the health of the economy and quality of life within Barnsley.  Our Transportation Strategy aims to provide the necessary infrastructure to support regeneration initiatives, and services to improve choice for travellers.  Our key responsibilities are to secure sources of funding, forward planning for transportation, improvement of the highways network, enhancing public transport, and promoting environmentally friendly forms of travel.
