Householders Application for Planning Permission

This form should be used for extensions and improvements to your home; for example:-

  • Porches
  • Extensions
  • Loft Conversions
  • Garages or Outbuildings
  • High Garden walls or fences
  • New or altered access on to a main road

This form should not be used for:

  • Converting your house into flats
  • Building a separate dwelling in your garden
  • Advertisement applications
  • Listed Building Consent applications
  • Established Use Certificate Applications
  • Building Regulation applications
  • Renewal of Planning permissions

Please Note:

By completing this form you are applying solely for Planning Permission. In many cases an extension to your house, including in some instances a garage or porch will also require Building Regulation Approval.

This is not the same as planning permission, but is the control of actual building works in respect of fire resistance, structural stability, ventilation, thermal insulation and drainage, rather than the siting, design and external appearance of the building.

If you have any doubts please contact Building Control.

As they are governed by different laws, your application for planning permission will be dealt with entirely separately for any application submitted for Building Regulation approval.

It is possible that planning permission could be refused and Building Regulations given for a specific proposal (and vice versa). It is up to you to ensure that you have all the necessary consents before starting work.

Granting planning permission does not give you the right to enter land or carry out work on land not in your ownership. Planning permission is only the approval of your proposal by the Council as Local Planning Authority. You will still need to obtain the landowners permission where necessary. This is your responsibility.

Before completing the form please read all notes carefully, including the Householder Application Accompanying Notes as failure to comply will delay the processing of your application.

It is important that all four forms are completed and four copies of all drawings supplied. Five copies of the forms and all drawings will be required if you live in a parish.

Planning Application Drawings

Drawings should include the following:-

  • A location plan: preferably at 1:1250 or 1:2500, which identifies the application site (Section 2).
  • A site plan: usually 1:500 or 1:200 showing the proposals in relation to site boundaries and other buildings within the site. This drawing should show positions of all buildings and highways on land adjoining the application site. It should also show the position and size of all trees within or just outside the site.
    Plans should show the extent and type of any surfacing and walling or fencing where proposed.
    As few sites in the area are flat, the plan should show existing and proposed levels of the site, as well as proposed levels of the development. Where major changes to existing ground levels are proposed cross-sections of the development should be supplied.
  • Floor Plans: usually 1:100 or 1:50 to explain the proposals in detail.
  • Elevations: usually 1:100 or 1:50 to show all sides of the proposals. These drawing should indicate as fully as possible the proposed building material, their type, colour and maker, if known. The style, material and finish of windows should be shown, together with details of opening lights. Where a proposed elevation adjoins another or others, in a semi detached or terraced situation, then an adequate part of the adjoining elevation (s) should be shown on the drawing.

Consultation with your Neighbours

If you wish to go on to your neighbours land so as to construct, externally finish: decorate or inspect your proposed building, you will have to obtain their consent; this will still be necessary even if you obtain permission for the works from the Council.

If you are considering building an extension to your home; it would be neighbourly to discuss your proposals with the occupiers of the adjoining properties: they may receive a consultation letter form Planning & Transportation if it is decided they are affected by your proposals. Why not show them your application plans before they get a consultation letter from the Council.

Listed Building

If your house is more than about one hundred years old, it may be 'listed' as being of historic or architectural Interest. In such cases you may need to get permission for alterations (external or internal) under the Listed Buildings Regulations. There is no additional fee for Listed Building Consent applications.

Your application cannot be considered until the correct fee has been paid.

Completed Applications

Your completed application may be mailed or hand delivered to the address given below. Please note: Planning & Transportation Reception can only accept payment via cheque, money order or bankers draft, payable to "Barnsley M.B.C.". We have no facilities to handle cash.

The Development Control Team welcomes discussion of Sketch plans before they are submitted as a formal application.

Householders Application Accompanying Notes

Please read the accompanying notes first. Failure to complete your application form correctly will delay your application.

Where alterations to a building affect any elevation, the whole of that elevation should be shown.

The requirements to include details of the surroundings of a proposal will enable applicants to consider their application in its context and achieve an appropriate design.

Section 1 - Name and Address of Applicant and Agent

You, the householder, may complete the forms yourself or you may employ an agent to do them for you. The agent could be the same architect, surveyor or builder who drew the plans for you, or you might have drawn the plans yourself. If the form is completed by an agent, all correspondence from Planning & Transportation will be sent to him/her: please give the name of the partner/ associate/ employee who can be contacted by telephone if necessary.

Section 2 - Full Postal Address of the Property to be Altered / Extended

You must submit a location plan with your application showing the site and adjoining properties and roads, with red line drawn around the site. The scale must be 1:1250 or 1:2500 and show the direction of north. If the applicant owns or controls any adjoining land, this must be edged with blue lines. Five copies are required of this plan.

Section 3 - Brief Description of the Proposed Building Works

Please describe the number of storeys, the position in relation to the existing house (rear, side or front) and purpose of the new building.

Examples:-

  • Single - storey detached garage in rear of garden.
  • Two - storey side extension containing kitchen with bathroom over.

Section 4 - Materials

Please describe all external materials, including roof materials (e.g. brick walls, colour, make , type, and show them on your plans).

Section 5 - Drainage

All new buildings should have separate connections to foul-water sewer (for waste water from kitchens and bathrooms) and storm water sewer (for rainwater off roofs, etc.) If this is not possible or if your building is to be built over or near a drain or sewer, please discuss your proposal with the Drainage Section, Highways & Engineering Services, Barnsley Metropolitan Borough Council, Tel: (01226) 772116.

Section 6 - Highways

Planning permission is required for an access to a 'classified' road. Existing pavement crossovers that are no longer required by your proposal should be reinstated as footways. New crossovers should be kept to the minimum in the interests of pedestrian safety. When you want to construct a pavement crossover for a vehicle or do any other works to the pavement or roadway, you must contact: The Highways Maintenance Section, Highways and Engineering Services, Barnsley Metropolitan Borough Council, Tel: (01226) 773555

Section 7 - Trees

The Council wishes to see existing trees retained wherever possible. You should accurately show the position and spread of any existing trees on your plans and state which, if any, are to be felled.

Section 8 - Ownership

When making a planning application you must state the ownership of the application site. Complete A on the householders application form if the applicant is the sole owner of all the land to which the application relates and if no parts of the land forms an agricultural holding. (Ownership means a person having a freehold interest or a leasehold interest with at least 7 years unexpired). If the applicant is not the sole owner, please ignore A and Complete B. Send Notice No. 1 (or copies of it) to each owner. A copy of Notice No. 1 is attached below:
B should also be completed (stating the name of the adjoining landowner) if any part of a proposed extension etc. including foundations, encroaches onto, under or over the adjoining property.

If any of the land does form part of an agricultural holding you must complete an Agricultural Holdings Certificate available from Planning & Transportation.

(Please note an article 7 form MUST be filled in with every Householder Application.)

Section 9

If you live in a Parish, complete five copies of the form and supply five copies of all your drawings. If you do not live in a Parish only four copies of the drawings are required. These copies enable Planning & Transportation to carry out all the necessary consultations on your application. One set, officially stamped, will be returned to you or your agent with the planning decision notice.
