There are fees for minerals applications, which are determined by Central Government. The Council will tell you how much is payable. The amount varies according to the scale of the proposal. A fee calculator on the Planning Portal can work out the cost of any particular application.
The ODPM's website has documentation on costs and fees for planning services.

Planning fees can be paid by cheque and credit card at the Planning Reception in Central Offices, Kendray Street, Barnsley. Cheques are to be made payable to 'Barnsley MBC'.
Please note that cash payments cannot be made at Central Offices. If you wish to make a cash payment this can be done at one of the Barnsley Connects offices. Please see the file attachment to find the locations and opening times these offices.
