Saved/ Deleted Unitary Development Plan (UDP) Policies

In accordance with the 'saved policy' protocol issued by the Secretary of State, Barnsley Metropolitan Borough Council produced a schedule of UDP policies which it intended to save or delete.

We have now received a direction from the Secretary of State approving our schedule. Consequently, all UDP policies have been saved, with the exception of the policies listed below.

These policies are deleted with effect 28th September 2007 and should no longer be used in planning decisions:

Most proposals for new buildings and development require planning permission before they can go ahead. The Council is required by Government to produce a development plan which will be the starting point in the consideration of all proposals for development.

To do this the development plan looks at how much development will be needed across the Borough , where it is best located and how it should be designed. The development plan therefore identifies the sites that can be developed to provide the houses, jobs, shops and services that are needed.

It also includes policies to protect and enhance the environment. This includes policies to protect some areas from development.

The statutory development plan in Barnsley is the Barnsley Unitary Development Plan (UDP). The UDP was prepared in the 1990s and involved two major rounds of public consultation and a year-long public inquiry. It was formally adopted in 2000 but was in use throughout the 1990s.

The main aims of the Barnsley UDP are to increase job opportunities, to conserve and improve the environment and to revitalise communities.

The UDP therefore has a key role in helping to deliver the Barnsley Community Plan. The Community Plan provides a long-term vision for Barnsley to 2020. It is prepared by One Barnsley a partnership of the public, private, voluntary and community sectors.

The UDP covers the whole Borough, and shows where development will be allowed and where it will not. It is divided into two parts:

Part 1 .pdf (3,860k) which includes strategic and Borough wide policies, and the justification for those policies.
Part 2 .pdf (2,527k) which is more detailed and identifies sites for different uses. This information is contained in 12 Community Area volumes, each with its own proposals map.

The UDP is currently being reviewed and will eventually be replaced by the Barnsley Local Development Framework.
