Following a rapid decline in the mining industry, notably during the 1970s and 1980s, the Council was left with a significant problem with derelict land. Over the last 25 years major efforts have been made to reduce the amount of derelict land through a rigorous Land Reclamation Programme which Barnsley Development Agency is responsible for co-ordinating.
Between 1982 and 2004 approximately 630 hectares of land has been reclaimed, releasing land for new developments such as the Dodworth Business Park close to the M1, the Fields End Enterprise Zone in the Dearne and New Park Springs Business Park in the North East of the Borough. More recently the former Woodhead Railway Section of the Trans-Pennine Trail has been largely completed and the former British Coal sites at Broomhill and Barnburgh have been reclaimed for open space. The development of the Old Moor Wetland Centre was underpinned with major land reclamation activity. The most significant recent scheme has been the Burton Bank Quarry site, close to Wakefield Road Smithies, which has created further landscaped open space in the Dearne Valley Park.
Yorkshire Forward have indicated that they consider that the Land Reclamation Programme has now achieved its purpose and have therefore shifted their priorities to Urban Renaissance Projects within the region.
