Barnsley Metropolitan Borough Council is required under the Planning Act to undertake a Sustainability Appraisal (SA) for all its Local Development Plan Documents which form part of the Local Development Framework (LDF).
The main purpose of the SA is to appraise the social, environmental, and economic effects of proposals and policies of a Local Development Document from the outset of the plan preparation process. Barnsley's SA is therefore being undertaken as the LDF is being prepared.
In addition, the Council is required by European law to carry out a Strategic Environmental Assessment (SEA) of its development plan. Both SA and SEA have been incorporated into a single appraisal process. SEA is a process designed to ensure that significant environmental impacts arising from proposed plans and programmes are identified and taken into account by decision-makers.
For each Local Development Document, the Sustainability Appraisal has to go through a number of stages:
