Occasionally the Council engages staff provided by external contractors and agencies. Where these individuals have unsupervised contact with either children or vulnerable adults a Criminal Records Bureau (CRB) Check must be undertaken before they start work.
CRB Checks are carried out to determine the suitability of people who are to work with children or vulnerable adults or positions which are contained in the exception order to the Rehabilitation of Offenders Act 1974.
There are two levels of CRB Checks:
* Standard Disclosures - for people who will have unsupervised contact during part of the working day.
* Enhanced Disclosures - for people who have regular unsupervised contact for the greater part of the working day. The enhanced disclosure involves a more detailed check.
The CRB was set up in response to the Police Act 1997 (Part V). The CRB provides a service called ''Disclosure''. The Disclosure service provides recruiting managers with access to information held by the following government agencies:

Assuming that all information is supplied accurately when requested, both Standard and Enhanced Checks will take normally, on average, between 10 and 20 working days.

Where contractors or agencies require clearance, the contractor is responsible for providing the Disclosure. It is then the responsibility of the employing department or school to check the disclosures before a contractor starts work.
