For Council Tax purposes any person who is providing care and/or support and complies with the conditions set out, will not be counted in the total number of adult residents at a property. Care workers therefore are disregarded for Council Tax purposes.
If a property is unoccupied because the occupant is living elsewhere for the purpose of providing personal care the dwelling may be classed as exempt.
Any person, who is employed and providing care and/or support and complies with the requirements in either Part A or Part B, will not be counted in the total number of adult residents at a property.
- The carer must be, either providing care and/or support on behalf of a local authority or charity, or be employed by the cared for
person to whom he/she was introduced by a charitable body.
- The carer must reside in premises provided for the better performance of his/her work as a care worker.
- The carer must be employed for a minimum of 24 hours per week, and earn no more than £44 per week gross.
Or
The person must be providing care to a person in receipt of one of the following:
- Higher Rate Attendance Allowance,
- Highest Rate of the Care Component of a Disability Living Allowance,
- Increased Rate of Disablement Pension,
- Increased Constant Attendance Allowance,
and be resident in the same dwelling as the cared for person, and be providing care for at least 35 hours per week on average.
The person will NOT qualify if he/she is the spouse of the cared for person, or if they live together as husband and wife, or if he/she is the parent of a child under 18 requiring care.
How to claim a discount
To apply for Carer Discount you must complete and sign the Council Tax Discounts - Care Workers form. The application should be returned together with any evidence of earnings or pension/allowance.

Changes in circumstances
Applicants must inform the Council as soon as possible if there are any changes to the information provided. This may affect the Council Tax charge and applicants will have to repay any discount that they are not entitled to.
