For Council Tax purposes any person who is a full time student or student nurse aged 18 or over will not be counted in the total number of adult residents at a property. Students/Student Nurses are therefore disregarded for Council Tax purposes.
If the property is a dwelling occupied by students only, it may be exempt from Council Tax.
A qualifying student is a person who complies with the conditions shown below:
An 18 or 19 year old undertaking a course of non-advanced further education (i.e. a course up to 'A' level or BTEC National Diploma standard) lasting more then 3 calendar months and takes up at least 12 hours per week.
A person of any age undertaking a full time course of further or higher education at a University or College that lasts for at least one academic year and requires attendance of at least 24 weeks with 21 hours study per week.
A foreign language assistant registered at the Central Bureau for Educational Visits and Exchange, and appointed at a school or other educational establishment.
A student nurse is a person who complies with the following conditions:
Undertaking a course which would (if successfully completed) lead to registration on any of Parts 1 - 6 or 8 of the register maintained under section 10 of the Nurses, Midwives and Health Visitors Act 1979 as a first inclusion on that Register.
Nurses already on the register are not disregarded.
To apply for Student Discount please complete the Council Tax Discounts - Students/Student Nurses Form , sign and return it together with a Student Certificate confirming your course to the Benefits & Taxation Division.
A 'Student Certificate for Council Tax purposes' must be obtained from the Educational Establishment and is available on request by the student. Please remember to sign the form.

How you can help
You can help by fully completing the Council Tax Discounts - Student/Student Nurses form, remembering to sign the declaration. The application must include a 'Student Certificate for Council Tax Purposes' form, obtained from the education establishment where you are studying.
You must inform the Council as soon as possible if there are any changes to the information provided that will affect the Council Tax charge.
Applicants will have to repay any discount, which they are not entitled to.
