For Council Tax purposes any person who is an Apprentice or a Youth Training Trainee and complies with the conditions stipulated will not be counted in the total number of adult residents at a property.
Youth Training Trainees and Apprentices are therefore disregarded for Council Tax purposes.
A person is an Apprentice if he/she is:
- Employed for the purpose of learning a trade, business, profession, office employment or vocation;
- For that purpose is undertaking a programme of training leading to a qualification accredited by the National Council for
Vocational qualifications;
- Employed at a salary or in receipt of an allowance or both, which are, in total:
(i) substantially less than the salary likely to be received if the qualification in question had been achieved; and
(ii) no more than £195.00 per week
A person is a Youth Training Trainee if he/she is under the age of 25 and is undertaking an approved training programme, which is supported by the Training and Enterprise Council.
Note: Employment Training (ET) is benefit related and does not fall within the definition of a Youth Training Trainee.
The limit on earnings excludes overtime and bonuses and is before tax and similar deductions
The person who is liable for payment of the Council Tax should complete and sign the Council Tax Discounts - Apprentice or Youth Training Trainee application form and arrange for the employer or training agent of the person (to be disregarded) to complete the declaration.
The form should then be returned to the Benefits & Taxation Division.
