Brokerage and Procurement

The aim of the Brokerage Service is to provide a range of quality-approved providers of services that schools can access and use with total confidence.

Brokerage is a robust process that involves many stages before companies are eligible to appear in the brokerage brochure. These involve:

• mandatory completion of the CHAS health and safety questionnaire - all companies must be CHAS compliant 
• successful completion of mandatory internal audit financial checks
• completion of the pre-qualification questionnaire and the Bid document
• obtaining 3 written references on each company.

After evaluation, successful companies are required to make presentations and the brokerage team also makes a HQ visit and two customer visits for each company. The scores achieved at this stage will determine the successful companies who appear in the brokerage brochure.

The Procurement Process

The Fair Funding Scheme For Financing Schools sets out the thresholds which determine the procurement process that schools follow:

• purchases up to £2,500 at least a single quotation accepted by order
• purchases between £2,500 and £25,000 to be subject to at least 3 quotations
• purchases between £25,000 and £144,371 to be subject to at least 4 tenders
• purchases over £144,371 to be subject to at least 4 tenders and a notice in the Official Journal of the European Union (OJEU).
