Special Educational Needs (SEN) Placement in Mainstream School

Barnsley's special educational needs (SEN) service supports children and young people from 0-19 years, their parents/carers, early educational settings, including private and voluntary providers, and schools.  The service consists of:

  • SEN Assessment and Review Service
  • SEN Specialist Support and Development Service
  • SEN Parent Partnership Service
  • Inclusion Support and Development Service

    Mainstream schools

    The needs of  most children with SEN, with or without a statement, are met by and within mainstream schools. For pupils with a statement, additional resources to support their inclusion in the mainstream school are delegated to the schools.

    Resourced provision in mainstream schools includes:

    • hearing impairment: Longcar Primary, Holgate
    • autism: Royston Meadstead, Royston, High Hoyland, Springwood
    • emotional/behavioural difficulties: Grange Gate Primary, The Hill Primary
    • speech, language and communication needs: Oakhill Primary

    Eligibility

    Children have special educational needs if they have any of the following learning difficulties, which call for special educational provision to be made for them:

    • a significantly greater difficulty in learning than the majority of children of the same age;
    • a disability which prevents or hinders them from making use of educational facilities of a kind generally provided for children of the same age in schools within the area of the same local education authority;
    • are under compulsory school age and fall within the definition at (a) or (b) above or would so do if special educational provision was not made for them.

    Children must not be regarded as having a learning difficulty solely because the language or form of language of their home is different from the language in which they will be taught.

    Special educational provision means:

    • for children of two or over, educational provision which is additional to, or otherwise different from, the educational provision made generally for children of their age in schools maintained by the LA, other than special schools, in the area;
    • for children under two, educational provision of any kind.

    Procedure

    Children with SEN will:

    • have their needs assessed, identified and provided for;
    • have their provision audited, planned, monitored and reviewed;
    • be supported through School Action and School Action Plus.

    Response Times/Next Steps

    For children undergoing Statutory Assessment of SEN:

    • within 6 weeks of receiving the request the LA will make a decision whether or not to carry out an assessment.
    • within the following 12 weeks, having received and considered all the advice and comments about a child's SEN, the LA will decide whether or not to make a Statement of SEN.
    • within the following 2 weeks the LA will issue a Proposed Statement or a Note in Lieu (where a decision has been made not to issue a statement)
    • following the Proposed Statement, the LEA has 8 weeks in which to issue a final statement.

    Additional Notes

    • Children with SEN should have their needs met.
    • The SEN of children will normally be met in mainstream or early education settings.
    • The views of the child should be sought and taken into account.
    • Parents have a vital role to play in supporting their child's education.
    • Children with SEN should be offered full access to a broad, balanced and relevant curriculum, including an appropriate curriculum for the foundation stage and the National Curriculum.
