ICT STATEMENT

This statement is intended to clarify the position for the market in relation to our procurement of the ICT component of Barnsleys Building Schools for the Future Project.

Barnsleys BSF procurement will be fair, open and transparent with a total focus on what is best for Barnsleys ALCs and Special Schools.  Our project is strongly, robustly and totally focused upon obtaining the best possible solution available for our ALCs/Special Schools  all and any other issues are secondary.

For the duration of the procurement phase of this project Barnsley will, in accordance with the EU rules on Procurement of Public Contracts, ensure that all potential bidders have an equal and fair opportunity to compete in relation to all aspects of the proposed project.  No commercial entity will have any advantage or disadvantage over any other.

All competitors will have equal access to all available information which will ensure that the potential private sector partners can prepare their best solution for Barnsley.

Bull Tuscan Connects Limited, the joint venture between Bull IS and Barnsley MBC which delivers ICT services to Barnsley, will provide information to the Councils BSF team where this is needed.  However, Bull Tuscan Connects Limited will create processes and Chinese Walls so that Bull IS, who have operational control of Tuscan Connects Limited, is not unfairly advantaged if information is sought from them by Barnsley.

All bid documentation will be prepared by Barnsleys BSF officers.  Neither Bull Tuscan Connects Limited nor Bull will participate in the formulation of the specification or in any evaluation process. Bidders information and solutions will at all times be kept confidential by the BSF team.
