Abnormal Loads

Description

 

An abnormal load is a vehicle of indivisible load which exceed,a gross weight of 40 Tonnes (on 5 axles), (or 44 Tonnes on 6 axles)

OR with an axle load greater than 11.5 Tonnes,

OR more that 3m (9' 10") wide,

OR more than 18.75m (61' 6") long.

When a haulier wishes to move an abnormal load they must inform the highway authority and bridge owners, together with the Police.

The Highways and Engineering Department (Highway Structures Section) deal with the abnormal load movements, within Barnsley MBC. The Highway Agency (for motorways and trunk roads) and Network Rail should also be informed if appropriate, together with South Yorkshire Police.

A Special Type General Order (STGO) is required from the Highways Agency for loads which exceed the following:

150 Tonnes Gross Vehicle Weight

OR Width exceeding 6.1m (20ft)

OR Length exceeding 30.0m (98' 4").

 

Eligibility

 

Any haulier who wishes to move an abnormal load within the area of Barnsley Metropolitan Borough Council.

If the movement is wholly on the following routes then it is only necessary to notify the Highway Agency:

M1

A616(T) Flouch roundabout (A628) to M1 (Junction 35A)

A61(T) (from Junction 36 M1 to A616(T))

A628(T) Flouch roundabout (A616) to Derbyshire boundary.

 

Procedure

 

The haulier must provide the following:-

Total gross vehicle weight

Length of vehicle

Width of vehicle

Height of vehicle

Number of axles

Weight of each axle

Spacing of each axle

Proposed route

Date of movement

A standard form is shown in the legislation SI 2003, No. 1998

The haulier must also indemnify the highway authorities (and bridge owners) along the route.

The standard indemnity is given on page 55 of the Statutory Instrument 2003 No. 1998.

It is preferable to provide a blanket annual indemnity for all movements within the year. A hard copy is required, as facsimiles are not acceptable.

Charges/Fees

 

There is no charge for processing the notifications.However if charges will be made for other services.a) If calculations are required to determine if the bridge (or other structure) is suitable to carry the abnormal load.b) If any street furniture is required to be removed (and replaced) in order for the movement to take place.The work will only be commenced on receipt of an order, based on an estimate, but actual costs will be charged.

Please note the abnormal loads officer is part time, and only works in the morning approx 9.00am to 1.00pm.

How can the customer help

 

Provide all the relevant information required.

Provide the notice two clear working days before the movement (as stated in the legislation).

Please telephone the Abnormal Loads Officer to discuss emergency movements.

It is the haulier's responsibility to check the suitability of the route in relation to junctions, restricted widths, and street furniture.

It is the driver's responsibility to adhere to the signed bridge heights, and restrictions for width, or weight limits.

The Council will record the information on the notification, and will contact you before the movement date, only if an amendment is required.

 

Out of Hours Procedure

 

This service is not available out of hours; the route should be approved before the movement.
