Following a European Directive to have a common 40 tonne weight limit, the Government instigated (and funded) a national bridge assessment and strengthening programme.
This was for all bridges built prior to 1974 with a span greater than 1.8m. This was then subsequently reduced to a span greater than 1.5m. All the bridges carrying the highway, meeting the above criteria were included to be assessed, irrespective of the owner, such as Network Rail, Rail Property, or Yorkshire Water.
The bridge is inspected and a detailed report on the condition of the bridge is prepared.
The bridge is then analysised and calculations determine the strength of the bridge, in accordance with the national code of practice.
The strengthening programme is then prioritised considering each bridge on an individual basis, dependant on the assessment result, route affected and traffic flows.
Traffic management measures may be used to reduce the load on the bridge if required.
Temporary or permanent weight limits may be imposed if required.

The funding for the bridge assessment and strengthening programme, is funded by the Government, based on the South Yorkshire Local Transport Plan.
