For certain special events it may be possible to temporarily close roads to allow the event to take place safely. Approval must be sought from the local Police and the Council and a legal order must be made by the Council's Borough Secretary before a road may be closed.
The event organiser is wholly responsible for the safety of the event including the safe temporary closure of any roads. Signs and barriers will be required to warn traffic of the closure and to direct vehicles around a suitable diversion route.
The organiser must also indemnify the Council against any third party claims arising as a consequence of the event. You must therefore ensure that you have in place suitable public liability insurance of at least £10 million.
If you are organising a demonstration you must first contact the local Police.
Anyone organising a public event is eligible to apply for a temporary road closure.
If you are organising an event which may require a temporary road closure you must inform the local Police and the Council's Strategic Highway Maintenance Section as soon as possible.
A minimum of 6 weeks notice is required to carry out the necessary consultations and legal process.
You will be sent an application form and explanatory notes, which should be completed and returned with the relevant fee and proof of suitable public liability insurance, to the Council at the address detailed below as soon as possible. All costs for the closure and diversion signing is to be borne by the organiser.
You must also consider the needs of all residents and businesses affected by any road closures. It is recommended that you consult with these people as soon as possible. If the Council receives valid objections to your proposals a road closure may not be granted.
Highways and Engineering General Enquiries, telephone: 01226 773555.
The current fee for processing a temporary road closure for a special event is £50.00.
A cheque made payable to 'Barnsley MBC' is the preferred payment method.
Temporary road closures can be very disruptive to traffic and inconvenience many road users. Event organisers can help to reduce this by careful planning of the event. Can the event be held 'off highway' or at a time when traffic flows are lower? Does all the road need to be closed or can traffic flows/access be maintained?
Always contact the Police and the Council's Strategic Highway Maintenance Section as early as possible in the planning stage for advice. The Council can be contacted as follows:
Highways and Engineering Service Civic Hall Eldon Street Barnsley S70 2JL
Monday to Thursday 8:30am to 5:00pm, Friday 8:30am to 5:00pm (except Bank Holidays).
Telephone: 01226 773555
Road Traffic Regulation Act 1984
Town Police Clauses Act 1847
The Council aims to carry out the legal process and consultations within 6 weeks of receiving completed applications.
