Before a skip can be placed within the public highway a permit must be obtained from the Council as highway authority, for each location.
It is the skip owner's (supplier) not the householder or builders' (contractor) responsibility to obtain a licence for placing a skip on the highway.
The skip owner is responsible for positioning the skip on the highway so as not to cause an obstruction to other road users. The supplier is responsible for ensuring that all appropriate regulations are adhered to, a copy of which are supplied with the Licence.
The skip owner must also indemnify the Council against any third party liability claims arising as a result of the activity.
Skip owners or suppliers who wish to put a skip on the public highway.
The skip supplier must apply to the Council at least three working days before a skip is placed in the highway. The Council will consider the application and may grant a permit subject to any conditions that may be applied.
