The Council as Highway Authority are responsible under the Highways Act 1980 for the maintenance of all roads in its area, with the exception of some trunk roads and all motorways, which are the responsibility of the Highways Agency.
The Council's approach to highway flooding is one of proactive maintenance in carrying out regular cleaning of highway gullies which includes checking their proper functioning. This cleaning can also involve water pressure jetting to clear associated pipework.
Highways and Engineering Service also maintain a database of reported troublespots where problems reported either by members of the pubic or by Council operatives are kept. These problems are prioritised in accordance with a standard procedure until investigative and remedial works are carried out when maintenance budgets permit.
Yorkshire Water are responsible for any flooding involving foul sewage, such as, a blockage in a foul drainage manhole.
Anyone can report a highway flooding problem to us.
Any reports of flooding are inspected by us as soon as possible to determine the cause of the problem.
We will then decide on the necessary repairs and prioritise this work.

Where water is likely to enter a property we aim to respond immediately. During periods of exceptionally heavy rainfall the demand for service may mean that we cannot respond to all such request immediately.
We do however have emergency plans to mobilise resources to try and protect properties from highway flooding.

There is a puddle outside my house/address, can something be done about it?
We will pass your complaint to the highway inspector who will visit the site to see what can be done. If it is a difficult problem to remedy it will be placed on our list of outstanding works and will receive attention when funds are available.
