Before a skip can be placed within the public highway a permit must be obtained from the Council, for each individual location.
It is the skip owner's (supplier) not the householder or builders' (contractor) responsibility to obtain a licence for placing a skip on the highway.
The skip owner is responsible for positioning the skip on the highway so as not to cause an obstruction, or potential danger to other road users. The supplier is responsible for ensuring that all appropriate regulations are adhered to, a copy of which are supplied with the Licence. All skips must be painted in high visibility paint, fitted with reflective strips on each corner and lit during the hours of darkness.
The skip owner must also indemnify the Council against any third party liability claims arising as a result of the activity.
Skip owners or suppliers who wish to put a skip on the public highway.
Anyone may report a problem concerning a skip to us.
The skip supplier must apply to the Council with at least three working days before a skip is placed in the highway. The Council will consider the application and may grant a permit subject to any conditions that may be applied.
Busy roads and shopping areas may have additional conditions attached to the permit such as, no overnight placement or the use of a fully enclosed skip.
Any problems reported to us about the placement of skips on the highway will be investigated and enforcement action taken where necessary.

If you have not previously placed skips on the highway in Barnsley, you must first register your details with us before a permit can be issued.
If you wish to report a problem about a skip it will help us if you could provide information such as the street name, locality and house number where the skip is located. The skip operators name should be visible on the side of the skip and this will help us contact them more quickly.

We aim to provide a permit within 1 working day of the application unless special conditions apply.
If you contact us with a problem about a skip we aim to investigate it and contact the company responsible within 3 working days. If the skip is causing a potential danger to road users we aim to respond within 24 hours.
