Parking Permits (Residential)

Summary

 

A Resident's Parking Permit allows the holder to park in a marked parking bay. All spaces are clearly signed and drivers should check the signs and operational days and times before parking to ensure that the vehicle is parked in a valid bay. Some permits are restricted to certain bays, always check the signs before parking.

Visitors and businesses may also be issued with permits allowing them to park within the terms specified on the permit.

 

Eligibility

 

Every resident who lives within a Permit Parking Zone, who keeps and uses a vehicle, may apply for a Resident's Parking Permit. Resident's permits will ONLY be issued to applicants who are residing at an address within the Zone boundary.

Non-residents are not eligible for a Resident's Parking Permit.

A Resident's or Business Permit will only be issued to persons:

  • Whose usual address lies within the parking Zone
  • Who own, keep, or are the sole users of a vehicle the type of which is specified in the regulations

 

Procedure

 

After a decision to go ahead with a parking permit zone has been made and before it is implemented occupiers of residential and other properties eligible for a permit will be notified of the rules and regulations and how to apply for a permit.

All applications will be vetted and those applicants that have qualified will be issued with a permit along with instructions on how it must be used to avoid the issue of a Penalty Charge Notice. Those people that are found to mis-use a permit will have the permit withdrawn and may face prosecution.  To request an application form please contact Technical Support on 01226 772649. 

 

Charges/Fees

 

Permits may either be issued free or some may be charged for.The charge will reflect the administrative cost of the scheme and may also recover some of the initial set up costs as well as the 'running' costs (permit issuing, sign repairs, remarking lines, enforcement and so on).

 Visitor vouchers are chargeable at £5 per booklet of 25 vouchers.

However, at the Council's discretion some of these costs may be borne by the Council taxpayer at large thus reducing the cost to individuals.

In certain circumstances where space on the street is at a premium there may be a limit set on the number of individual permits issued. A charge will normally be made for a replacement permit should it be lost and require re-issue.

How the customer can help

 

You must provide identification to confirm your name and address. e.g. a recent utility bill, council tax bill, rent agreement etc. and provide evidence that you are eligible to use the vehicle eg. insurance certificate, log book (V5C).

When renewing a permit the old one should be returned to the Council.

 

 Legislation

 

The rules relating to permit issue and use will be made under provisions in the primary legislation - the Road Traffic Regulation Act 1984.

We will endeavour to deal with your application within 3 working days, however during peak renewal periods this may take longer. 

 

Additional Notes

 

Permits remain the property of the Council that issues them and must be returned to that Council when the permit is no longer needed.

Residents' Visitor Parking Permits

Residents are able to purchase in advance scratchable permits, which enable a visitor to park within the zone. Details on how to obtain these Visitor Permits are made available to residents within the zone.Visitors to premises within the zone will have to display a Visitor's Permit in the manner and in accordance with the terms prescribed on the permit. It must be stressed that these Permits are only valid for use by bone fide visitors of residents in the street for which it is issued, any fraudulent use of a Visitor's Permit may lead to withdrawal or cancellation of the permit and the issue of a Penalty Charge Notice.

Business Permits

These are available for a business located within a zone for prescribed vehicles used in connection with and on behalf of that business.

All spaces will be clearly signed and drivers should check the signs and times before parking to ensure the vehicle is parked in a valid bay.
