Draft plans for re-development of Reema Estate and East Thurnscoe presented to the public.


Compedium and Barnsley Metropolitan Borough Council (BMBC) presented draft plans to redevelop the Reema Estate and parts of East Thurnscoe on Friday 5th and Saturday 6th of September at the Houghton Road Community Centre. The events were well attended by the local community and provided an opportunity for residents to meet BMBC’s new development partner Compedium. The draft plans were presented in a number of formats including a large scale model and residents were asked for their views using interactive boards and questionnaires. These views will be used to help further develop the draft plans for the Reema Estate and East Thurnscoe.

Redevelopment of the Reema Estate   

Following 12 month’s of detailed discussions, workshops and public consultations Barnsley Council's Cabinet approved the decision to appoint Compendium as the development partner for the regeneration and rebuild of the Reema estate and Brunswick Street. The competition involved 4 large developers and concentrated on issues like; layout and design, energy efficiency, community engagement, education and training, green space management and finance. This process has enabled BMBC to select a developer that offers the best possible package to the Council and residents in terms of quality and cost.

Compendium, in partnership with BMBC, Berneslai Homes and Chevin Housing Association will develop approximately 870 new homes built to a high energy efficient standard for outright sale, low cost home ownership, rent via Berneslai Homes, Chevin and Homebuy. The Compendium group are a joint venture between house builders Lovell’s and community regeneration specialists Riverside.

Compendium will be looking to start the process of consulting the community on the master-plan for the area. A number of exciting developments will see a whole range of opportunities for involvement for local people, community groups, schools and businesses.

A detailed and intensive phase of public consultation will begin shortly giving residents and other interested parties an opportunity to have their say and get involved, or simply be kept up to date on any progress. At present new build is expected to start in 2009 with properties earmarked for existing residents being progressed early in the development.

Re-housing of residents

Since the programme started in April 2006 over 100 residents have been re-housed from the estate. Special provision was made for elderly and vulnerable residents on the Reema. By February 2008 Chevin Housing and BMBC had constructed 14 new bungalows on Church Street.

The bungalows have vital additions like low level baths and showers as well as lever taps. Clayfields Construction provided the residents with hanging baskets and rotary dryers to give the properties a homely feel. They are conveniently situated close to local shops and amenities which are vital for residents.

At present 62 households are still resident on the Reema. Over £2 million pounds of Housing Corporation investment has recently been secured to ensure that affordable energy efficient homes are available for all of those residents who wish to stay on the estate. These properties will be built in the first phase ensuring that existing residents are catered for first.

Demolitions and security issues.

When a property becomes empty the disconnection of essential services like water and gas, takes place. In addition an asbestos inspection must also be completed before demolition can begin. BMBC recognise the importance of getting properties demolished as quickly as possible, avoiding vandalism and break ins. The council are removing items of value and carrying out daily inspections to ensure properties are safe and secure. East Thurnscoe and Reema Wardens

The Neighbourhood Warden Scheme for East Thurnscoe and the Reema aims to assist and support local residents in reducing crime, reducing fear of crime and tackling anti social behaviour.

To ensure that the work of the wardens reflects the needs of the community an East Thurnscoe & Reema Neighbourhood Warden Residents Steering Group has also been established. Residents are encouraged to attend the Steering Group meetings so that they can advise on particular crime related issues they have encountered and influence the work of the wardens. East Thurnscoe-redevelopment.

A number of properties on Brunswick, Lancaster and Cromwell Street were identified as an intervention area within the HMR programme. The council have successfully negotiated the transfer of many of these properties and the re-housing of the former residents. Many of these properties have already been demolished to make way for the proposed building of new affordable, energy efficient homes for local people. 


Bullrings
Work on the Bullring sites is now well underway. 2 new family properties and 7 bungalows were unveiled by Chevin Housing at an open day on the 19th of January. A mixture of shared ownership and rent is available on these modern, energy efficient properties on the Bullring 1 site at Dane Street South.

Properties on Bullring 4 at Dane Street have already been demolished and work is due to start on these in March. On this site 4 houses and 4 bungalows will be built by Chevin Housing. Properties on Bullring 3 are due to be demolished shortly and 6 new bungalows and 6 houses will be built. Properties on sites 3 and 4 will be managed by Thurnscoe Tenants Housing Co-operative. Properties on Bullring 2 are also due to be demolished and these will be replaced by 4 new houses and 4 bungalows available as a mixture of rent and shared ownership.

East Thurnscoe Property Improvements

A series of property improvement works are well underway in Thurnscoe. Typically these include off street parking and new boundary walls. These are designed to uplift the area and address housing market weakness.

Surveys have been sent to all properties who have received works and initial results suggest that the works have been extremely popular.
