Energy Efficiency

Barnsley Council is committed to improving the energy efficiency of all homes within the public and private sector (owner occupiers) via ongoing programmes across the Borough. Over 25 % of all carbon emissions are the result of how we heat and use our homes. Home energy improvements help to reduce global warming, tackling the vital issue of climate change.

A variety of schemes are currently running: 

Barnsley Grant Scheme 2008-2011

This provides FREE cavity wall & loft insulation to eligible householders who:

  • Are over 60 years of age  
  • Reside in properties registered under Barnsley MBC Council Tax Bands A to D
  • The household gross maximum annual income of £19,248

OR 

  • In receipt of Long Term Incapacity Benefit or have been receiving the Employment and Support Allowance for 1 year or more.
  • Reside in properties registered under Barnsley MBC in Council Tax Bands A to D. 

National Over 70s Scheme

Provides free insulation to:

• Those aged 70 years or over
• Residents living in private rented homes or owner occupiers

Save n Warm

Provides heating and insulation at heavily discounted prices, for those for those who are working / not in receipt of a means tested benefit.

Warm Front 2008 - 2011 

A national, government funded grant scheme providing heating, insulation and draught proofing for eligible customers who are in receipt of any one of a wide range of benefits related to low income, old age or disability.
We work in partnership with the South & West Yorkshire Energy Saving Trust Advice Centre to give general advice on saving energy in the home.

We are also charged with helping to alleviate fuel poverty across the region, and have our own Affordable Warmth Adviser to tackle this directly. 

GOVERNMENT BOILER SCRAPPAGE SCHEME

The Government has just announced a boiler scrappage scheme in England effective from 18 January 2010 administered by the Energy Saving Trust

  • Householders can apply by phone or online for a £400 voucher to use when replacing an old G rated boiler (that is in situ and working) with an A rated model
  • The scheme is effective in England only and for 125,000 applicants on a first come first served basis
  • A quote from a registered installer (GasSafe, OFTEC, Microgeneration Certification) etc is needed in order to apply
  • Vouchers will have a unique number and will be valid for 12 weeks from date of issue.  Those not redeemed from the EST timescale will expire - the £400 goes back into the pot
  • G rated gas boilers and the equivalent standard for oil and LPG qualify (electric models are not included).  For a full list of approved boilers ask a PTS member of staff.  They are boilers that have a permanent pilot light
  • Renewable source of heating or hot water will qualify
  • The scheme links in with other grant schemes such as Warm Front and Low Carbon Buildings Programme
  • Energy company offers can run along side and complement the scheme

Householders are responsible for registering and claiming not installers.

HOTSPOTSThe regional HOTSPOTS project which was launched on 27th November 2007 now provides a robust referral network to access vulnerable people and assist them to benefit from a number of safety, security and health-based services:  

 • Energy / Affordable Warmth grants & advice
• Home Fire Safety Checks
• Benefit Health Checks
• Quit Smoking service

COUNCIL HOUSING
Berneslai Homes is responsible for the management and implementation of the Decent Homes Programme which will ensure that all homes rented from the Council will be adequately heated and insulated.


HOUSING ASSOCIATION PROPERTY
The energy efficiency of housing association properties is addressed through the ongoing maintenance programme of each housing association that operates within the borough. 

Barnsley MBC maintains a schedule of Housing Associations. We also seek to promote responsible landlords, through our Private Rented Accreditation Scheme.

PRIVATE HOUSING STOCK
Homes within the private sector are able to receive help and assistance with improving energy efficiency from Barnsley Council's Grants Agency and also the Energy Saving Trust

The South & West Yorkshire Energy Saving Trust Advice Centre can also provide help and advice on renewable energy solutions.

Some utility companies provide assistance towards energy efficiency measures. Householders should contact their own suppliers who will advise them on current programmers.

Eligibility:

Berneslai Homes tenants are eligible for energy efficiency measures through the Decent Homes Programme.

For general energy efficiency advice, tenants can contact the South Yorkshire Energy Saving Advice Centre.

Private Rented tenants should contact Barnsley Council's Grants Agency for further advice on energy efficiency measures.

Housing Association tenants should contact their landlord.

Owner Occupiers can obtain eligibility information from the.

Procedure

Berneslai Homes tenants contact Berneslai Homes Stock Maintenance Team, regarding the Decent Homes Programme.

Private Rented tenants or Owner Occupiers contact BMBC Energy Efficiency or the South & West Yorkshire Energy Saving Trust Advice Centre.
