Housing Strategies

Over recent years the regional and sub-regional housing context has become ever more important in the development of strategic housing initiatives. As such we now have in effect 3 strategies reflecting the 3 levels at which strategic housing operates.

Barnsley Housing Strategy 2003-08:

The vision for housing in Barnsley is that:

'Everyone should have access to a home that is warm, dry and affordable in a peaceful and secure environment.'

Contributing to the four strategic goals contained in the Community Plan, specifically the Environment, Housing and Accessibility and the Safer and Healthier Community strategic goals, this Housing Strategy sets out the medium and long-term vision for Barnsley with key outcomes in a detailed Action Plan giving actions and targets proposed for 2002/03, progress made to September 2003 and targets / objectives for 2003/04 and 2004/05.

A Sustainable Housing Market Strategy for South Yorkshire - Strategic Framework 2007

South Yorkshire has produced a comprehensive Sustainable Housing Markets Strategy (SHMS) for the period 2008 - 2018. It is the product of a strong and effective sub regional partnership between the four local authorities Sheffield, Barnsley, Rotherham and Doncaster, together with other key strategic partners.

The Sustainable Housing Markets Strategy is innovative in bringing together our strategy for the Housing Market Renewal Pathfinder and other housing and housing- led regeneration programmes, to embed our vision for transformational change in South Yorkshire's housing markets within a coherent sub-region wide strategy.

Our overarching policy driver is the economic development of South Yorkshire and its contribution to the targets in the Regional Economic Strategy (RES) and the Sheffield City Region Development Plan.

Yorkshire & The Humber Regional Housing Strategy 2005-2021:

Yorkshire and The Humber put together its first Regional Housing Strategy (RHS) in July 2003.  The strategy was held to be very effective in identifying and beginning to address the region's key housing issues. However, in some ways the first strategy was transitional and there was widespread support for a revised strategy. 

This revised strategy has been shaped by widespread consultation with public agencies, the private sector, and tenants and residents. This wide regional ownership has helped to set out a new agenda for housing in the region. One that:

Is bolder and underpinned by aspirational principles of the kind of region we want to be.

Complements and supports other key regional strategies, as well as working with the grain of new national policy making and thinking.

Recognises and responds to the diversity of markets in Yorkshire and The Humber, aims to create sustainable places across our region and improve access to good quality housing for all our people.

During 2007/08 we will be developing a number of local housing action plans to underpin the South Yorkshire sub-regional housing strategy. Once completed these action plans will effectively replace the current Barnsley MBC Housing Strategy (2003-08).
