Dwellings remain unoccupied for many reasons, but mainly for relatively short periods whilst being sold or renovated. These properties usually do not cause any problems. Some properties remain unoccupied for longer periods, sometimes years. It is in everyones interest to bring unoccupied properties back into use. Unoccupied properties are a wasted resource and a liability to the owner; they may also attract thieves and vandals. To prevent potential safety hazards to the public (particularly minors) arising from entering a property that has been broken into, properties are secured against unauthorised entry i.e. windows and doors are boarded or alternatively bricked up at the owners expense.
On receiving a complaint, the information is recorded and allocated to an Officer. If it is possible to trace the owner, they will be informed of the situation and asked to secure the property as soon as possible. If not, and after visiting the property to assess any necessary works, the investigating Officer will serve a statutory notice requiring the owner to secure their property within 48-hours. If the notice is not complied with, the necessary work is undertaken by this Service and all reasonable costs recharged to the owner. The owner will receive an invoice from BMBC. In some cases BMBC may place a Land Charge against property, and this money will be recovered when the property is sold.
