Regeneration Initiatives

Despite the fact that the overall condition of the housing stock in Barnsley is in good condition compared to many other local authorities. The case is that inadequate funding levels over a long period of time has meant that many components of the existing housing are now in poor condition.

Problems have now manifested themselves in varying degrees of severity in the former mining community areas, the north east corridor and the Dearne / Thurnscoe area. In addition, large council estates including Athersley / New Lodge, Kendray / Worsbrough and sectors of Hoyland and Wombwell and around the town centre housing are showing signs of decline.

There are a number of challenges facing the council that need to be addressed including:

  • The imbalance between supply and demand that results in empty and difficult to let properties.
  • The need to deal with surplus properties, that are low in demand.
  • The need to understand how housing markets operate
  • Condition and standards in some private sector properties
  • The need to develop cross cutting strategies
  • Addressing gaps in provision

Priority areas will be identified that require intensive intervention. For example the Grimethorpe Housing Renewal Strategy, which was approved in 1999, has acted as the framework for bringing about major improvement to the condition and supply of housing in Grimethorpe.

Priority areas have been identified as part of the Borough's Housing Strategy 2003/2008 and include.

  • Grimethorpe
  • Kendray
  • Thurnscoe (as part of housing market renewal)
  • Barnsley town centre (linked to the Remaking Barnsley Initiative)
  • Royston (as part of the Green Corridor initiative)
  • Worsbrough as part of the low demand pathfinder
  • New Lodge/Athersley

Investment is now going into these areas in order to tackle the issues highlighted above.
