Article Body

Children's Services are passionate about creating a brighter future for children, young people and families in Barnsley. By providing families with the right support, at the right time, in the right place, they help release children's and young people's potential and bring the five outcomes of 'Every Child Matters' to life. Spanning all aspects of education, children's social care and jointly commissioned health services, the Directorate for Children, Young People and Families makes a real impact on countless lives.

The job of Children, Young People and Families is to keep children and young people safe, improve their health and wellbeing and that of their families, and raise their levels of achievement and improve their educational outcomes through the provision of high quality learning experiences.

All those who work in the directorate share a commitment to nurturing a 'can do' culture in Barnsley, where every child and young person, whatever their background or circumstances, is supported to realise their full potential and make the most of their lives.

The directorate provides consistently high quality education, health, and social care services to make sure that children, young people, their families and carers, receive the support they need throughout every stage of their lives, either in their homes or local communities, to help them:

  • be healthy:helping to keep families well - physically, mentally and emotionally
  • stay safe:fulfilling our duty to protect children and young people from harm and neglect
  • enjoy and achieve:ensuring children, young people and their families can access education, training and recreation
  • make a positive contribution:helping children and young people contribute to society
  • achieve economic wellbeing: helping children, young people and their families enjoy social and economic wellbeing and preparing them for employment

The strength of its partnership working is key to the directorate's success. Working with a wide range of partners, including the voluntary and community sector, schools, children's centres, childcare, social care, community health, hospital, and play and leisure services, enables the directorate to deliver or commission 'joined up' services, ideally at a local level, that are fully supportive of families' needs. These include universal, inclusive services, such as education and healthcare, as well as targeted specialist services, like counselling, fostering, special educational needs, for those children, young people and families with additional or complex needs, who face the greatest risks and barriers.

The Children and Young People's Trust is the driving force behind everything the directorate does and is responsible for ensuring that it delivers the priorities set out in the Children and Young People's Plan - there to improve outcomes for children, young people and families in Barnsley. By engaging with and listening to families, the directorate is developing a greater understanding of how to best meet their needs.

Fulfilling the directorate's responsibilities to keep children and young people safe and free from harm, abuse or neglect remains at the heart of the service.  Through the Safeguarding Children Board, the directorate has shifted the focus of its work from dealing with the consequences of difficulties in children's lives to early intervention and effective prevention, focusing on the wellbeing of children and families.

Children, Young People and Families' services are delivered through three distinct areas, each led by an Assistant Executive Director:

  • Safeguarding Health and Social Care
  • Lifelong Learning, Achievement and Enterprise
  • Strategic Services, Partnerships and Commissioning
