Article: Pollution control - idling vehicles Article Body The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002 allow for fixed penalties to be issued against vehicle operators who unnecessarily rev their engines or do not switch off their engine when asked to do so by an authorised officer while the vehicle is stationary. However, Barnsley MBC have not applied to the Secretary of State to be designated to enforce these regulations and so have no enforcement powers in relation to them. If you are concerned about an idling vehicle close to your property or place of work, we may be able to investigate it as a nuisance complaint.
