Article: Licences - House to House Collections Article Body Under the House to House Collections Act 1939, a licence is required to make collections of money or articles from houses/premises for charitable purposes. Who can apply Licences may be granted by the council, who are required to be satisfied that applicants are fit and proper persons to make such collections. How to apply Applications can be made using the downloadable forms available on this webpage or via the online application website (see links below). Please provide proof of identification together with any authorisation from the charity who is to benefit. Online Applications may be made using the UK Welcomes / Business Link online application website. Accompanying documents may need to be uploaded for submission with the application. (Please note, you will be required to register with UK Welcomes before being able to make your first online application) By Post Postal applications may be made by sending a completed form (see Application Forms below), along with any accompanying documents that are required, to The Licensing Section, Regulatory Services, Barnsley Metropolitan Borough Council, PO Box 602, Barnsley, South Yorkshire, S70 9FB. By E-mail Please send your completed form (see Application Forms below) with electronic versions of any required accompanying documents to regulatoryservices@barnsley.gov.uk What happens next Upon receipt of an application, consultation takes place with the police and in certain cases the charity commissioners. The council tries to process applications within 14 days. A statement of return must be submitted within 30 days of the expiry of this licence. If your licence is for a period of greater than three months, a statement of return must be submitted, ideally after each collection, but at least once every three months. How to submit a returns form Returns can be made using the downloadable forms available on this webpage or via the online application website (see links below). Online Returns may be made using the UK Welcomes / Business Link online application website. Accompanying documents may need to be uploaded for submission with the application. By E-mail Please send your completed form (see Application Forms below) with electronic versions of any required accompanying documents to regulatoryservices@barnsley.gov.uk Will tacit consent apply? Yes. This means that you will be able to act as though your application is granted if you have not heard from the Licensing Authority by the end of the target completion period of 20 working days. Applicants should be aware that the timescales for processing an application do not start until all the necessary information has been received in full. Because the timescales for processing a licence start once the necessary information has been submitted, rather than received, where tacit consent is applicable, it will only apply for applications that are submitted electronically via the UK Welcomes website or when the applicant can show proof of delivery from a post office or recognised courier. Charges/fees There is no fee for the grant of a House to House Collection Licence. Supporting information The customer can help by providing proof of identification together with any authorisation from the charity who is to benefit. Licences are not required where a Home Office exemption certificate is in force (usually issued to large charitable organisations). The council are still required to be notified of these.
