Under the Police, Factories etc. (Miscellaneous Provisions) Act 1916, any organisation or person wishing to hold a street collection for a charitable purpose must be in possession of a permit at the time the collection takes place.
Licences may be granted by the council, who are required to be satisfied that applicants are fit and proper persons to make such collections.
How to apply
Applications can be made using the downloadable forms available
on this webpage or via the online application website (see links
below).
Please provide proof of identification together with any
authorisation from the charity who is to benefit.

online application website. Accompanying documents may need to be
uploaded for submission with the application.

before being able to make your first online application)

Supporting information
Licences are not required where a Home Office exemption certificate is in force (usually issued to large charitable organisations). The council are still required to be notified of these.
What happens next
Upon receipt of an application, consultation takes place with the police and in certain cases the charity commissioners. The council tries to process applications within 14 days.
A statement of return must be submitted within 30 days of the expiry of this licence. If your licence is for a period of greater than three months, a statement of return must be submitted, ideally after each collection, but at least once every three months. Please be aware that failure to return these forms, may result in future applications being refused.

Will tacit consent apply?
Yes. This means that you will be able to act as though your
application is granted if you have not heard from the Licensing
Authority by the end of the target completion period of 20 working
days.
Applicants should be aware that the timescales for processing an
application do not start until all the necessary information has
been received in full.
Because the timescales for processing a licence start once the
necessary information has been submitted, rather than received,
where tacit consent is applicable, it will only apply for
applications that are submitted electronically via the UK Welcomes
website or when the applicant can show proof of delivery from a
post office or recognised courier.

Frequently Asked Questions
Do I need a licence for collecting from public houses?
Yes in cases where money is taken at the time from each public house. However, if receptacles are left at a number of public houses and collected at a later date, no licence is needed.
