Barnsley Council requires anyone who wants to erect scaffolding or hoarding on a footway or road which is a publicly maintained highway to have a licence. It must be the scaffolding contractor that applies for the licence.

The applicant must be a competent contractor and must hold public liability insurance for a minimum of £5 million.  They will be responsible for any of the third party claims that may arise as a result of the activity. 

There is a charge of £155 for the licence and the first week of the permit plus £50 per additional week (or part thereof).

A site meeting should take place with the relevant Highway Inspector at least 7 days prior to placing a scaffold on the Highway (unless emergency works).  Contact the Area Inspector Co-ordinator on 01226 774202 to arrange a site meeting.  An application form can be issued and completed at the site meeting.  Please provide as much information as possible for example, the reason for the works, the location and the proposed duration.  

The licence will subsequently be issued to allow the work to proceed, including any conditions that the council or police may have applied.

The applicant must inform the council of any changes necessary to the agreed licence.

Once the scaffold has been removed from the highway an invoice will be sent to the applicant for the total cost of the Licence.
