Article: Refuse - skip permits Article Body Barnsley Council requires skip companies to obtain a licence to place a skip on the highway (road, footway or grass verge). It is the skip owners' (suppliers) responsibility to obtain the licence. A skip licence only lasts for a maximum of 14 days and any additional time required will require a new licence.
