You will need to apply to Barnsley Council for listed building consent to demolish, alter or extend a listed building in a manner that would affect its character as a building of architectural or historic interest.

It is also a criminal offence to carry out works to a listed building without 'listed building consent'. Carrying out unauthorised work can result in a fine and/or a prison sentence.You may also be required to put the building back to the way it was before work was carried out.

Please note: Listed building consent does not equate to planning permission. If planned works go beyond permitted limits you will still have to submit a full planning application along with your consent forms and await the council's decision before starting work.

Factors to consider before undertaking work to a listed building

General maintenance does not require listed building consent. However, if repairs included the removal of certain features or changes to the character of the building then you may require prior consent from the council. Care should be taken into determining the extent of a listing, as listed building consent would be needed for any change that would affect the character of the building. This could be internally, such as fireplaces or doors or externally, such as the colour of exterior paintwork or the replacement of windows.

It is best to seek the advice of Planning Services if you are at all in doubt over whether you require listed building consent before you start work to your property. Please contact the Conservation Officer on (01226) 772576.

If you wish to deterime if a building or structure is listed this can be done through the English Heritage website Listed Buildings online website. Barnsley Council also maintain a spreadsheet of all the listed buildings throughout the borough.

Application forms

These can be accessed via application forms.

In the case of a listed building, consent is generally required before you can undertake any structural maintenance and/or alteration works. It is important to note that an application for planning permission may also be required if the scale and /or location of planned works is beyond permitted limits. These limits apply to all buildings whether unlisted or not.

Therefore, if the works you plan to undertake to a listed building clearly do not go beyond the permitted limits you need only submit the listed building consent form. If the works you plan to undertake to a listed building do go beyond the permitted limits, you should submit the combined planning permission and listed building consent form.
