The Local Development Framework is a portfolio of documents that will, alongside the Regional Spatial Strategy, gradually replace the Unitary Development Plan and related Supplementary Planning Guidance as the statutory development plan.

Barnsleys current statutory Development Plan consists of the Core Strategy, the Barnsley Education Sites Development Plan Document (DPD) (both of which form part of the Local Development Framework), the remaining saved policies of the Unitary Development Plan, and the Regional Spatial Strategy.

Barnsley's Local Development Framework
Rather than a single plan, the LDF takes the form of a portfolio of documents as follows:

Yorkshire and Humber Plan (Regional Spatial Strategy) - Whilst Central Government revoked the RSS in 2010, a subsequent successful legal challenge to the revocation means that the RSS is, at the present time, part of the development plan.

Core Strategy - was adopted by full council on 8th September 2011 and now forms part of the Development Plan. This sets out the council's vision for the future development of Barnsley over the next 15 - 20 years and is the principal, overarching document in the LDF.

Barnsley Education Sites DPD - this document was adopted by the council in January 2009 and now forms part of the statutory development plan. The DPD allocates three new sites for the construction of Advanced Learning Centres in the borough.

Barnsley, Doncaster and Rotherham Joint Waste Plan DPD Adoption - this document was adopted by the three Councils in March 2012 and is currently subject to a six week legal challenge period. 

Development Sites and Places DPD - this document is currently in production and we are aiming to be ready for public consultation in the summer of 2012 (anticipated to be between July and September 2012), with a view to reach Publication stage in May/June 2013 and Adoption in November 2014.

Barnsley Town Centre Area Action Plan
- this document identifies key development sites in the town centre and lays out policies to guide their development and explains how this will be implemented. It also contains policies to guide development in the town centre. This document is currently in production (a previous version was produced as part of the Preferred Options consultation in 2005).

Sustainability Appraisal - These documents assess the social, economic and environmental impacts of the related DPD.

Supplementary Planning Documents (SPDs) - We are currently producing a number of SPDs to supplement some of the Core Strategy Policies and provide guidance for people making planning applications.

Statement of Community Involvement - This specifies how stakeholders and communities are involved in the production of DPDs and the determination of planning applications.

Local Development Scheme - This sets out the council's timetable for the production of the LDF. Please note the Local Development Scheme is currently being reviewed.

Annual Monitoring Report - This sets out progress in terms of producing documents, implementing polices and about other monitoring indicators and can be viewed on the Research and Spatial Analysis page below.

Best Practice Guidance and Strategies
The Council have also adopted a number of Best Practice Guidance and Strategies relevant to the application and interpretation of planning policy.

Access is from junctions 36, 37 and 38 of the M1 with J37 just 1 mile from the Town Hall (S70 2TA).

We have frequent rail services to mainline stations at Sheffield, Wakefield and Leeds. There are also five airports within one hour of the town centre, namely Manchester, Doncaster, Sheffield, Leeds, Bradford, Nottingham East Midlands and Humberside.
