Barnsley Council is responsible for the maintenance of all roads in its area, with the exception of private roads, and all motorways and trunk roads, which are the responsiblity of the Highways Agency.

Barnsley Council is working closely with the Highways Agency in promoting their Make Time for Winter campaign which stresses the importance of checking things like traffic and weather updates, that you and your vehicle are ready for winter and driving with care during the bad weather periods.

The council's approach to winter maintenance is to follow a national Code of Practice in keeping major and strategic routes clear of ice by carrying out precautionary gritting and snow clearing of these routes when necessary. These major and strategic routes are known as primary routes. A new winter maintenence leaflet providing information on the gritting routes each winter will be produced shortly and this will be available to view online.

Following the winter of 2009/10 the Government have produced the Snow Code, which is a common sense guide to helping shopkeepers and residents who want to clear their paths without having to worry about falling foul of health and safety law. The council supplements this approach by providing grit bins at strategic locations on non-primary routes to allow self-help by motorists and pedestrians who encounter difficulties in adverse weather conditions.

In times of extreme prolonged cold weather, a contingency plan is brought into action whereby additional council personnel assist the service with snow clearing duties.

The decision to carry out precautionary gritting is an automatic one taken by the duty winter maintenance co-ordinator and needs no input by others. If difficulties are being experienced, a request for service can be made to the council.

This can include a request for gritting of non-primary routes, the provision of additional grit bins or replenishing grit levels in exisiting grit bins. Any concerns regarding the quality of service should also be referred to the council.

When making a request, please provide as much of the following information as possible:

  • street name and locality
  • description and detail of problem
  • your name and contact number

The council responds to emergency situations as a priority. All other requests for snow clearance will be prioritised and receive attention as soon as possible. The council do, however, have to concentrate most of its efforts on keeping the busier roads open.
