All homeowners, tenants, developers and businesses who wish to create an access into their property for their vehicles can apply for permission to create a vehicular access crossing.

If you would like to apply for permission to create a vehicular access crossing you should contact the council to request an application form to drop the kerb, this will be sent out along with a standard detailed drawing. Upon receipt of the initial enquiry we aim to send the application form within five working days.   When the application form has been completed and returned along with the application fee of £51 (this does not include the cost of the work) the council will send out the relevant permission documents within five working days. All cheques should be made payable to 'Barnsley MBC'.

You can employ either the council or a private contractor to carry out the works under the council's supervision.  If you decide to employ a contractor then they are responsible for any third party insurance claims that may arise as a result of works on the highway and you must provide the council with proof of their public liability insurance (to the value of £10 million) along with the completed application forms. There will also be a further charge of £102 (payable with the application fee) to cover two highway inspections.   We request that you inform the council of the existing type of footway/verge (for example tarmac or flags) and the proposed start date of works.

If the road is classified as an A, B or C road, planning consent is required prior to highways permission being granted. Please contact the council's Planning department on 01226 772600.

The council has a separate process for providing crossings in the footway to allow improved mobility for wheelchair users. This service is limited to installing crossings at road junctions and other strategic locations to allow wheelchair users access to local amenities. Crossings provided under this scheme are for the benefit of the community at large and are not provided outside single properties to serve the needs of individual residents. 

'H' Markings

In some instances an 'H' marking can be used to indicate an area that should be kept clear of any parked vehicles (including your own or any visitors) and will normally only be placed for the width of the dropped kerbs and not beyond. 

Anyone can apply for an 'H' marking as long as there is a properly constructed vehicle access crossing in place and there are no existing waiting restrictions at the location.  However the applicant will have to pay the full cost of administration and installation of the 'H' marking.  The current fee is £260.  The fee is also payable for the remarking of existing 'H' markings. 

Please note that 'H' markings are not enforceable, they merely serve as a visual deterrent.  Obstruction of the highway by parked vehicles may be dealt with by the Police.
