Barnsley, Doncaster & Rotherham Joint Waste Plan

Pre-publication Consultation

Barnsley, Doncaster and Rotherham councils are working together to prepare the Joint Waste Plan. The Joint Waste Plan will set out our planning strategy for dealing with all types of waste, including the provision of new waste facilities, up until 2026.

The Joint Waste Plan will provide the framework to guide and assess new waste proposals and will allocate suitable sites to manage different types of waste. Once adopted it will form part of each borough’s new development plan - the Local Development Framework.

A draft of the plan has been prepared for consultation.  The consultation will run from Monday 28th June to Monday 9th August 2010.

Your views and comments are very important to us.  If you wish to make comments, we would advise you to use a response form, which can be downloaded below.  Please return this form to: Development Control, PO Box 652, Rotherham, S60 9DE, or via email to: LDF@Doncaster.gov.uk before 5pm on 9th August 2010.  These comments will inform the next stages of its preparation (see below).

Sustainability Appraisal Report (Appendix A, Appendix B, Appendix C, Appendix D, Appendix E, Appendix F): This assesses the potential social, economic and environmental effects of the Joint Waste Plan.
Habitats Regulations Assessment Scoping Report: This assesses whether the Joint Waste Plan is likely to have a significant impact on the integrity of nature conservation sites of international importance.
Site Assessment: Final Shortlist of Sites from the Reduced List: This sets out the method undertaken to assess the suitability of site options.
Topic Paper: This describes how future waste management capacity requirements have been calculated.
Consultation Reports: These set out how previous comments have been taken on board.

Public drop-in-sessions will be held at the following times and locations where you will have an opportunity to view the plan proposals.  Please note that you do not need to book to attend these events.

In parallel with this process, we are also working together to secure new household recycling, composting and treatment facilities as part of a 25-year private finance initiative (PFI). You can find out more information about the PFI process from bdronline.

What Happens Next?

After this consultation, we will publish a final shortlist of sites and policies. This will be the last opportunity you will have to comment on the soundness of the Joint Waste Plan.

The Joint Waste Plan will be submitted to government next year, after which it will be subject to public examination. Once adopted, it will have legal status to make decisions on waste proposals.

The document was previously called the ‘Joint Strategic Waste Development Plan Document’ during earlier rounds of consultation.
