Cabinet members have approved a proposal to undertake a community consultation exercise on the draft Carlton Masterplan Framework.
Carlton's new development will deliver a sustainable new community, focused around Wharncliffe Woodmoor as the key greenspace. It will provide high-quality housing within a pedestrian and cyclist-friendly environment and be linked to the surrounding outdoor spaces such as Carlton Marsh Nature Reserve and the National Cycle Network. The site also provides renewable energy opportunities, which are being explored.
Our Local Plan was adopted on 3 January 2019, following public consultation and examination by an independent planning inspector, which created some areas of land for development including these two sites.
There are two mixed-use sites that require masterplan frameworks in Carlton:
- MU2 - land between Fish Dam Lane and Carlton Road
- MU3 - land off Shaw Lane, Carlton
The masterplan consultation process allows residents to help in the shaping and phasing of the development. This is an important stage in the future development of the area. Masterplans allow us to set out clear expectations by working closely with developers to achieve the best possible outcomes for our communities.
The draft proposals for the site are set to eventually deliver just under two thousand houses. Plans include a possible extension to Carlton Primary Academy, a small-scale convenience retail facility to serve the local community and new infrastructure to provide safe travel routes to schools and nearby facilities.
Cllr Tim Cheetham, Cabinet Spokesperson for Place (Regeneration and Culture) said: “It's important to recognise the work that has gone into producing this draft plan which presents a sustainable, highly attractive site set within green spaces and linking to surrounding landscapes.
"Importantly, the plans will establish wildlife corridors to connect with nearby habitats and will look to enhance the existing Trans Pennine Trail and National Cycle Network to connect the site from north to south. This presents a fantastic opportunity to encourage sustainable travel and reduce the impact of vehicles in the area.
“With any development of this size, there are concerns around the provision of community facilities and the need for school places – which this detailed masterplan proposal includes.
"The development also provides the opportunity for significant jobs growth, providing a mixed-use site for business expansion in an area where local businesses are currently thriving.
"We understand this is a significant time in terms of development across the borough, and we remain focused on making sure the final masterplan document for Carlton provides the best outcomes for our residents. We ask people to please give their views and to complete the online consultation"
The consultation will last for a period of 6 weeks, starting in June, with exact dates publicised shortly.
