Article: Roads - maintenance - structural surveys Article Body Barnsley Council are responsible for the maintenance of the majority of roads and footways in its area. The council do not maintain all main roads or any motorways such as trunk roads or the M1, which are the responsibility of the Highways Agency. Some streets in the Borough are not adopted by the council and maintenance of such streets falls to private owners. Council Inspectors carry out regular safety inspections in accordance with a National Code of Practice to all the roads and footways for which it is responsible. Safety defects are repaired on both a reactive and planned basis. Safety related repairs (such as potholes) are done on a reactive basis following calls to the highways "defect hotline" and on a planned basis following the regular inspections. The council's "in-house" contractor - Engineering Services, undertakes this work on behalf of the council. Where a road or footway reaches a state where it is uneconomical to repair in this way, a more significant repair is considered, such as large areas of patching. If the state of the road or footway is such that this type of repair becomes excessive the location is referred to engineers in the council's Network Management department for full structural assessment. The highway network is also surveyed using nationally approved mechanical surveys, any defects highlighted by these surveys are investigated and assessed for possible inclusion in the programe of major repairs The detailed inspection includes the defective area receiving a score, using a standard procedure. This allows ranking for programming purposes, then each location can be put into context with other roads and footways in the Borough.. Works can then be prioritised on a "worst first basis and the programme, including method of repair is submitted to and approved by the council's cabinet on an annual basis. The amount of work actually undertaken depends on the funding identified by the council. The programme of work is then relayed to the area partnership who represent each council ward. Should the road or footway have deteriorated since the last routine inspection, temporary repairs will be carried out and the location referred back for assessment as described above. The council will endeavour to carry out temporary repairs for safety related defects within 48 hours of receipt of a report, with access to any potentially dangerous sites sealed off if a temporary repair cannot be completed.
