Article Body

Barnsley Council operate the following residents only parking schemes in and around the Barnsley area: Zone A (Hospital Area), Zone B (Honeywell West), Zone C (Honeywell East) and Zone D (District).

BEFORE SUBMITTING AN APPLICATION PLEASE CHECK THAT YOUR PROPERTY IS INCLUDED IN ONE OF OUR RESIDENTS PARKING ZONES BY CLICKING ON THE LINKS ABOVE.

These schemes are designed to enable residents to park within a marked zone but do not guarantee a parking space outside their own homes. Anyone found to be parking without displaying a valid permit or visitor voucher in a designated zone within the hours of operation will receive a Penalty Charge Notice.

Zones are enforced by the Council's Civil Enforcement Officers.

Please note that due to the current financial situation the council has no plans to introduce any further residents only parking schemes.

Our Schedule of Charges gives information on the cost of permits/visitor vouchers and the different options available to make payment. The Parking Permit Information Sheet which gives details of the general terms and conditions of use, includes lots of other information that residents may find useful.

Residents at a property located within one of the zones specified above (please refer to the list of streets as set out in the individual zone links in paragraph one above), who own one or more vehicles can apply for a residents parking permit (please print each page A4 size) and visitor vouchers.

Residents who don't own a vehicle can apply for visitor vouchersto enable visitors, whether family members, friends or tradesmen, to park in the zone when visiting their property.

If you are a resident in a zone and receive care, either voluntarily from a member of your family or from a care organisation, please refer to the Parking Permit Information Sheet or telephone the Residents Parking Hotline (as detailed below).

If you own a property but are not resident then you cannot apply for a permit or visitor vouchers, a landlord collecting rent is classed as a visitor and it would therefore be the resident's responsibility to issue the landlord with a visitor voucher to use on each visit.

Non residents are not eligible to apply for permits or visitor vouchers, however, if you own a property which is currently empty and undergoing renovation or other works before being rented or sold then please telephone the Residents Parking Hotline (as detailed below) for further advice.

For further information and/or advice please contact the Council:

  • by email to residentsparking@barnsley.gov.uk
  • by telephone on 01226 772649 (open Monday to Friday 9am to 4pm)
  • by writing to Barnsley Metropolitan Borough Council, Environmental Services, Technical Support Team, PO Box 601, Barnsley, S70 9FA.

If you have received a Penalty Charge Notice and would like to appeal then please make your appeal in writing in accordance with the legal procedure as stated on the back of the Penalty Charge Notice.

We are committed to providing a good quality service to our customers and have published a service standard document that sets out what you can expect from our service, our response times and how you can provide us with feedback on how well we are performing.
