Barnsley Dearne 2040 vision and masterplan draft consultation

We have a long-term vision and plan for the regeneration and renewal of the Barnsley Dearne. This includes the towns of Goldthorpe, Thurnscoe and Bolton upon Dearne.  

The new plan will build on the projects which have already been delivered through the Towns Fund, helping to guide future work and prompt ideas that could make the area better. Having a clear plan means that we can seize new funding opportunities when they become available.     

The new vision and masterplan is based on five key themes: 

  • Housing 
  • Functioning high street 
  • Culture, community and heritage 
  • Connectivity 
  • Developing skills

Have your say in our public consultation 

We want to know what you think so we're undertaking a public consultation on the draft vision and masterplan. Your views and input are important, and will help shape the final vision and masterplan for the Barnsley Dearne.  

The public consultation will take place between 25 February and 29 March 2026.

Your answers will help to shape the final vision and masterplan. The data will be kept safe and follow General Data Protection Regulation (GDRP) rules.   

Drop-in to an event near you 

The draft Barnsley Dearne 2040 vision and masterplan will be on display at events throughout the Dearne so that you can learn more about the plan and give us your feedback. We'll be available to answer your questions and paper copies of the survey will also be available at all drop-in events.

Goldthorpe Library, Barnsley Road, Goldthorpe, S63 9NE

We'll also be dropping into some existing events in the community, where you will be able to pick up a leaflet or get involved in some consultation activities. Throughout February and March, we will be visiting:

Next steps

The public consultation survey results will be analysed and will help shape the final design and content of the Barnsley Dearne 2040 vision and masterplan. The final document will be submitted for approval through the council’s governance process, prior to publication on the council’s website. It's hoped that the final document will be published in summer 2026.  

Once published, the Barnsley Dearne 2040 vision and masterplan will provide a framework for improvements in the physical environment and housing, enhanced accessibility, strengthened amenities, and access to educational opportunities and jobs. It will inform future investment opportunities in the area and ensure that they support local needs.
