Notice is hereby given that application has been made by BL Barnsley to Barnsley Metropolitan Borough Council for a minor variation to premises licence in respect of Che Bar and Coco, 34 Peel Street, Barnsley, S70 2QX on the following terms:
To add conditions to the licence:
- The premises shall install and maintain a comprehensive CCTV system. All public areas, entry and exit points will be covered enabling frontal/facial identification of every person entering in any light condition. The CCTV system shall continually record whilst the premises are open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 28 days with date and time stamping. Viewing of recordings shall be made available immediately upon the request of Police or authorised council officer through the entire 28-day period.
- A staff member from the premises who is conversant with the operation of the CCTV system shall always be on the premises when the premises are open. This staff member must be able to provide a Police or authorised council officer copies of recent CCTV images or data with the absolute minimum of delay when requested.
- The premises shall conduct a check of the CCTV system on a weekly basis to ensure it is operating correctly. A written record of the checks will be maintained and will be produced to the police/authorised officers of the council on request.
- The DPS or nominated representative shall be an active member of the local Pubwatch scheme, where such a scheme exists.
- A register of those door supervisors employed and on duty at the premises shall be maintained and shall include.
- i. The number of door supervisors on duty
- ii. The identity and badge number of each door supervisor on duty
- iii. The time each door supervisor books on and off duty
- iv. A signature of each door supervisor on duty
- The door supervisor register shall be kept on the premises for a period of not less than 12 months and shall be produced upon request of a Police Officer or other authorised person.
- All door supervisors shall be provided with a radio which allows communication between all members of the door supervisor team and the premises manager on duty.
- All licensed SIA door staff on duty will be equipped with Body Worn Video (BWV), capable of recording audio and video, which shall always be worn when staff are working and activated when required. Body Worn Video (BWV) policy to be in place governing its.
- A documented briefing and debriefing with DPS/manager and supervising security guard/security staff at the start and end of the shift. To be produced upon request.
- All door staff will wear high visibility clothing, to make them easily identifiable.
- Training shall be given to all security staff from the venue, in relation but not limited to: conflict management, illness/injury, drugs, age verification, refusal and ejection, spiking, crime scene preservation, vulnerability, prevention and reduction of crime and incident recording. A training log will be maintained and refreshed every 6 months and produced to an authorised officer upon request.
- All front door refusals are to be recorded promptly, including the reason, i.e. too intoxicated, barred, suspicion of drugs etc.
- If a person is ejected from the premises by a member of staff/security staff, a record must be made of the incident including details of the staff members involved and a summary of the circumstances. This must be completed as soon as practicable but prior to the end of that persons shift.
- The venue will be part of the town centre radio scheme, where such scheme exists. The radios will be working and operational when the venue is open to the public.
- A Challenge 25 Proof of Age Scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram. Clear, prominent and unobstructed signage informing customers of the proof of age scheme (challenge 25) in operation shall be displayed throughout the premises and at all entry points.
- The premises shall operate a zero-tolerance policy to drug use and posters shall be prominently displayed to this effect.
- An incident log shall be kept at the premises and made available on request to an authorised officer of the Police, which will record the following:
*All crimes reported to the venue
*All ejections of patrons
*Any complaints received concerning crime and disorder
*Any seizures of drugs or offensive weapons
*Any faults in the CCTV system - A record shall be kept detailing all refused sales of alcohol. The record should include the date and time of the refused sale and the name of the member of staff who reused the sale. Records to be kept for a minimum of 12 months and produced upon request by police and/or authorised officer.
- A record shall maintain a written dispersal policy. The policy shall be a workable document subject to variation following advice from the Police and Local Authority agreed operational changes. A copy of the current policy should be provided to the Police and Local Authority and kept on the premises for inspection by authorised officers.
- There shall always be a personal licence holder on duty on the premises when the premises are authorised to sell alcohol.
- The Designated Premises Supervisor shall ensure that an adequate and appropriate supply of first aid equipment and materials are available on the premises and at least one suitably trained first aider shall be on duty when the public are present.
- Training shall be provided to all staff on commencement of employment and refreshed every 6 months, with a training log recording all training. This will be kept for a minimum of 12 months and produced to either South Yorkshire Police or authorised officers upon request. Training should include age verification, drugs awareness, illness and injury, crime scene preservation, vulnerability, preventing crime & disorder, conflict management, drugs and incident reporting.
- The venue will participate in an accredited scheme that operates within the town i.e Licensing Savi / Best Bar None
