Safeguarding Adults Reviews (SARs)

Safeguarding Adults Reviews (SARs) provide a chance to learn lessons and improve practice when abuse or neglect is suspected to be a factor in the death, or serious harm, of an adult with care and support needs.

In Barnsley, the Safeguarding Adults Board must arrange a SAR (as part of its statutory duties under section 44 of the Care Act) for any case involving an adult in its area with care and support needs, regardless of whether or not those needs are met by the local authority, if:

  • the adult has died and the board knows or suspects that the death resulted from abuse or neglect (this applies even if it was unaware of the neglect or abuse before the adult died)
  • the board is concerned that partner agencies could have worked together more effectively to protect the person

The board can also consider a review of a case if the adult is still alive. This happens if it knows or suspects that the adult has experienced serious abuse or neglect.
