Councils have power, under acts of parliament, to introduce byelaws to help them address local issues. Before they come into force these byelaws have to be approved by central government.
Certain issues like damage, fire arms, graffiti, litter, public order. Also the sale of vehicles don't need to be addressed through a byelaw as they're covered by general laws.

- Byelaws made under Section 235 of the Local Government Act 1972 for the prevention of nuisances. This relates to the use of motor cycles and other vehicles on open land
- Byelaws made under the Town Police Clauses Act 1847 and the Public Health Act 1875. This is with respect to hackney carriages in the borough
- Byelaws made under the Weights and Measures Act 1985. This is with respect to the sale of wood fuel (notice of price)
- Byelaws made under Section 55 of the Food and Drugs Act 1955 and Section 3 of the Barnsley Co-operation Act 1969. This is with respect to markets
- Byelaws as to hairdressers and barbers made under Section 77 of the Public Health Act 1961
- Byelaws made under the South Yorkshire Act 1980 with respect to stables
- Byelaws made under Section 235 of the Local Government Act 1972. For the good rule and government of the borough and suppression of nuisances. This relates to behaviour of persons on school premises
- Byelaws made under the Public Health Act 1875 with respect to Athersley Memorial Park
- Byelaws made under the Open Spaces Act with respect to Royston Park
- Byelaws made under the National Parks and Access to the Countryside Act. This is for the protection of the nature reserve at Carlton, Barnsley, known as Carlton Marsh Nature Reserve
- Byelaws made under the Public Health Act 1875 relating to the pleasure ground at Cudworth
- Byelaws made under the Open Spaces Act in relation to Worsbrough Dale and Worsbrough Bridge pleasure grounds
