Our Council Plan sets out what we aim to achieve for the borough, our priorities, and how we'll work to deliver them. We have a number of key strategies that set out the detail of the work we need to do. The key strategies are underpinned by our supporting plans and policies.

Car Parking Strategy	Details of work to sustain and improve car parking in Barnsley.
Carers' Strategy	Our partnership approach for working together and supporting carers in the borough.
Children and Young People's Early Help Strategy	How we'll provide support and help to children, young people and their families as soon as problems start to emerge.
Children and Young People's Strategy	How we'll work to make sure all Barnsley children and young people are given the best start in life. Details of support for everyone to enjoy a happy healthy life, regardless of who they are and where they live.
Children in Care and Care Leavers Strategy	Outlines the support available for care experienced young people and young people leaving care, helping them to achieve their potential.
Culture Strategy 2026 to 2036	The ten-year strategy outlines the structures, governance, and funding required to make culture thrive in Barnsley. It sets out culture as an investment in Barnsley’s economy, skills, wellbeing and identity. It encourages collaboration, and blends public, private and community-led approaches.
Customer Experience Strategy	Outlines the way we'll support our customers in accessing the services that we offer.
Digital Barnsley Strategy	How we'll enrich the lives of citizens with modern, simple digital experiences and act as a beacon for high value business investment and employment.
Domestic Abuse Strategy	Shows how we'll work together with our partners to tackle and prevent domestic abuse in Barnsley.
Energy Strategy	How we'll look to reduce energy consumption across the borough, encouraging and supporting businesses and local communities to engage and invest in greater energy efficiency.
Great Childhoods Ambition Strategy	Our approach to ensure enriching experiences are available for children and young people to learn, grow and be inspired by the possibilities in Barnsley.
Health and Wellbeing Board Strategy 2025 to 2030	Setting how alongside our partners, we'll make sure all Barnsley residents can enjoy long, fulfilling and healthy lives in safe, strong and vibrant communities.
Healthy Life Expectancy Strategy	Provides a comprehensive analysis of healthy life expectancy in Barnsley and explores what more we can do to improve healthy life outcomes for our communities. This includes housing, education, employment, changing health behaviours and managing long-term conditions.
Housing Strategy	Details how we'll support the building of new houses and reduce the number of empty homes. Includes details of support for younger, older and vulnerable people to live independently.
Inclusive Economic Growth Strategy	Our vision for how we'll foster economic growth in Barnsley that benefits everyone in our community.
Mental Health and Wellbeing Strategy	How we'll create the conditions and culture to enable everyone in the local community to achieve their potential.
Safer Roads Strategy	How we'll help to reduce the number of people killed and seriously injured on our roads.
SEND and Alternative Provision Strategy	How we deliver support and provision to children and young people in Barnsley with special educational needs and/or disabilities (SEND).
Transport Strategy	Outlines improvements to transport links and public transport offered in our area.
